Back in the Spanish flu pandemic mask wearing was also strictly enforced, until a picture of an elite party leaked to the press showing said elites mingling around without masks on, within months almost all mask orders were lifted since the people were revolution levels of furious at what they had endured for nothing. There have been several of these pictures now and still the public just doesn't fucking get it. Masks are a symbol of your class, and if you're rich you don't have to wear one.
