One conspiracy theory floating around in my head is: What if all gov'ts secretly came up with this plan where eventually Ukraine evacuates a city, and then a small Tactical Nuke is detonated (with no casualties) and blamed on a supposedly rogue Russian military unit (while Putin's really in on it).

The end game (goal) being to create such a panic and hate for nuclear weapons that all citizens around the world will vote to join together to form one world government to remove the risk of future nukes. One path to a "New World Order"
