Plausible but ceding control over these territories is End Of The American Empire stuff so it has a lot of implications. Collapse of the USD, Wall Street, housing market, etc.

I think it's a realistic scenario, but on a somewhat longer time horizon, and only after the US gets it's ass beaten badly enough that it's not able to keep the whole Empire thing together any longer.
