@arzachel On Bannon's war room podcast, he interviewed a US Assistant Attorney General (Clark was the name, I think). Clark said that federal environmental law requires an on-site member of the federal EPA to determine what course of action to follow when this kind of disaster happens. So far the federal EPA has admitted that they had someone there. When asked if this person called the shots, the EPA answer was that they would have to circle back on that.
