It's both. Lettuce is inherently risky because it's not cooked in any way - the same as with raw milk. And bad handling of lettuce is what makes it actually have bacteria...

@cjd @arzachel The pathogens on raw lettuce leaves are e. coli from mexi-hands unwashed after pooping. Also, mexican fruit pickers don't bother with visas of any kind. I believe, though I have little direct knowledge of this, that the pathogens in raw milk come from the cow herself or contamination in the milking barn. While they can be serious, they don't come from mexicans' butts.
And whoever handles the milk, but raw milk farms are generally way cleaner than lettuce plantations - which is why raw milk is statistically much safer than lettuce...
